In this episode, no one cheated per se. Kenny did dress up as a homeless man to spy on Spenny's training session. However, like a good coach does, he was simply studying his opponent and the team.
Spenny also showed up at Kenny's training session. It could be argued Spenny tried to break the spirit of the competition by getting children at the last minute to play actual handicapped wheelchair basketball players, whom he called "wheelies".
In terms of actual coaching, Kenny demonstrated and told his team to closeline Kevin and his team did indeed tackle Kevin, listening to their coach. A good coach also wins.
In terms of who was the better coach, Kenny demonstrated three key abilities, with Spenny only managing to copy the idea of watching the other team train after he got the idea from Kenny. Kenny won this one, easily.

Overview
In the first competition chosen by a fan, the boys each select and coach a basketball team. Spenny finds the best team he can, while Kenny hires a wheelchair basketball team. Spenny observes Kenny's team practicing and decides not to pit his team against handicapped athletes. At the last minute, Spenny gets together a team of children, hoping the wheelchair players won't play against children; however, Kenny is aware of Spenny's plan and at the competition, brings in a team of non-handicapped adults, who easily defeat Spenny's team of children.
